Do new appliances need testing before first use in New Zealand?

Short answer

New equipment does not need a full electrical test before first use. It should be visually inspected for transit damage, recorded on the register with its in-service date, and tagged to show when its first test is due. Second-hand, hired, repaired and imported equipment is a different matter and should be tested before use.

This one comes up every time a business buys a batch of anything. Twenty new laptops arrive, or a pallet of heaters before winter, and somebody asks whether the test-and-tag people need to come back out.

Usually, no. But the answer that saves you money is not the whole answer.

The rule for genuinely new equipment

New equipment sold in New Zealand has to meet product safety requirements before it can be supplied. It has been designed, manufactured and tested to a product standard, and for higher-risk categories it carries approval and marking obligations on the supplier.

So an appliance out of a sealed box from a legitimate New Zealand supplier is treated as safe. Putting it on a portable appliance tester on day one tells you what the manufacturer already told you, and costs you money to hear it.

What AS/NZS 3760 expects instead is that new equipment entering service is inspected and recorded, and given a tag showing when its first scheduled test falls due.

The practical framing: new equipment does not need a test. It does need to enter the system. Those are different jobs, and skipping the second one is what causes the problem described further down this page.

Why a visual check still matters

"New" and "undamaged" are not the same thing, and the gap between them is transit.

Things worth thirty seconds before an item is plugged in for the first time:

  • The plug and the first few centimetres of cord. Freight damage concentrates here. A pallet strap across a coiled lead does real harm.
  • The casing, particularly on anything that has been dropped in a warehouse.
  • Moisture, if the shipment sat on a wharf or in a yard.
  • An approval marking, on anything bought outside your normal supply chain.
  • Whether it is what you ordered. A surprising amount of directly imported equipment arrives with the wrong plug fitted or an adaptor moulded on.

Any of these is a fail, new or not. A new appliance with a damaged cord is a damaged appliance.

What the "new to service" tag should say

This is the bit that gets skipped, and it is the bit that matters.

When new equipment goes into service, it should carry a tag showing:

  • An item identifier matching a line on your register
  • The date it entered service
  • The date its first scheduled test is due

The first test date is calculated from the interval for the environment it is going into — three months on a construction site, six in a workshop, twelve in an office. The clock starts when it starts being used, not when it was purchased and certainly not when the box was opened.

Some providers use a distinct tag colour or wording for new-to-service items so it is obvious at a glance that the item has been recorded but not yet tested. That is a sensible convention and we recommend it. It is not required by anything.

Second-hand and auction equipment

Different answer entirely: test it before it enters service.

With second-hand equipment you have no history. You do not know what environment it lived in, whether it has been repaired and by whom, whether it has been submerged, or whether it was sold precisely because it stopped working properly.

This applies to:

  • Auction and clearance purchases
  • Equipment acquired with a business or a building
  • Gear brought in from a closed site
  • Anything donated, which is a live issue for schools, clubs and community facilities
  • Equipment a staff member has brought from home

That last category is worth a policy of its own. Personal heaters, fans, kettles, phone chargers and desk lamps arrive continuously, are never purchased through any system, and are invisible to a register unless someone goes looking. They are also, disproportionately, the oldest and cheapest electrical items in the building.

Equipment bought directly from overseas online sellers deserves particular care. Suppliers into New Zealand carry product safety obligations; a private import bypasses that chain. Look for a recognised approval marking, and if there is not one, treat the item as unknown rather than new.

Hired and borrowed equipment

Hired equipment should arrive tested and tagged, and the hire company should be able to show you the record. That is part of what you are paying for. Check it at delivery rather than discovering the gap when it is already on site.

Where it gets murky is equipment lent between businesses, or brought on by a subcontractor. There is no hire company standing behind it and no obvious owner of the obligation. Decide in advance whose register it sits on and put it in the contract, because after an incident is a poor time to work it out.

Repaired equipment

An item that has been repaired is not new equipment and is not in-service equipment. It sits in its own category, and the rule is straightforward: it is tested before it goes back into service, and the re-test is recorded against the original item ID rather than as a new entry.

The gap this creates on most sites

Here is why we bother writing a page about equipment that does not need testing.

Because new gear does not need a test, it does not trigger a visit. Because it does not trigger a visit, nobody records it. Twelve months later the tester arrives, works through the register, and tags everything on it — while a year's worth of new purchases sits invisible, untagged, and now genuinely overdue for its first test.

We find this on almost every site we take over. The register describes the business as it was when the last provider set it up. The IT refresh, the new kitchen gear, the heaters bought in a cold snap, the tools replaced after a break-in: none of it is there.

The fix is dull and it works:

  1. Someone owns the register. One named person, not "facilities".
  2. Purchasing tells them. Any electrical item bought, hired, donated or brought from home gets a line added when it arrives.
  3. The line includes the in-service date and the first-test-due date. Thirty seconds of work.
  4. The register is reconciled at each visit — not just "test what is on the list", but "what is here that is not on the list".

That last step is the one that separates a real programme from a recurring appointment. When we take on a site, the first round is as much a stocktake as a test round, and it is normally where the value is.
