Everywhere else on this site we make the point that test and tag is not legally required in New Zealand. Construction is where that argument stops being useful.
Not because the law changed — it did not. Because on a construction site the combination of a cited standard, a principal contractor's site rules and genuinely hostile conditions makes the question academic. You are going to test. The useful questions are how often, to what, and what else you have missed.
Why construction is a different regime
Three things make construction sites different, and they compound.
The environment is actively hostile. Water, mud, concrete dust, UV, temperature swings, sharp edges, vehicles, and gear that gets thrown into a ute at the end of the day. A lead on a construction site ages faster than the same lead in an office by a large multiple.
The supply is temporary. Site distribution boards, generators, long lead runs, equipment plugged into whatever is nearest. There is no settled installation with an owner watching it.
Nobody is in charge of the gear. A dozen subcontractors, each bringing their own equipment, none of them responsible for anyone else's. The person who owns the lead that kills someone may have been off site for a month.
That third one is why principal contractors are strict about it. They are managing a risk they cannot see.
Which standard applies to what
Two standards, doing different jobs, and people conflate them constantly.
AS/NZS 3012 — Electrical installations: Construction and demolition sites. This is the site-level standard. It deals with how power is supplied and distributed on site, RCD protection, and periodic assessment of the site installation. This is also where the quarterly colour rotation comes from.
AS/NZS 3760 — In-service safety inspection and testing of electrical equipment. This is the equipment-level standard, and it applies to the appliances and leads themselves wherever they are.
In practice you work to both. The site installation and its protection is 3012 territory; the drill in the carpenter's hand is 3760 territory, at a 3012 interval.
The Electricity (Safety) Regulations 2010, as amended with effect from 13 November 2025, cite AS/NZS 3012:2019 including Amendment 1 for the periodic assessment of a low voltage installation at a demolition or construction site. If your safety documentation still references AS/NZS 3012:2010 — which is the edition WorkSafe's own test-and-tag page still links to — it needs updating.
The three-monthly interval
Portable equipment and flexible leads on construction and demolition sites are tested every three months, with a colour tag identifying the quarter. That is the working interval and it is what every principal contractor will expect to see.
The colour rotation is covered in detail in what test and tag colours mean. Two points that matter on site:
- The colour tells you the quarter, not the due date. An item tagged on the first day of a quarter and one tagged on the last carry the same colour and are three months apart. Train supervisors to read the date.
- Confirm the scheme with the principal contractor before you mobilise. Site rules govern site access, and some contractors run their own variation.
Where sites get this wrong is at the boundaries. The site office, the lunch room, the container that has been a store for eighteen months — these are not three-month environments, and testing a site office microwave quarterly is money burnt. Equally, the temporary lighting run through a wet basement is not a twelve-month item just because it has been there a while.
Set the interval to the conditions, write down the reasoning, and be able to explain it. That is what a risk-based approach means, and it is the whole basis of how intervals are set.
RCD protection is the real requirement
Here is the part that gets lost behind the tagging, and it is the part that actually saves people.
WorkSafe's guidance makes the point directly: whether equipment is tested and tagged or not, it still needs to be RCD-protected in certain circumstances, such as outside in the damp. A construction site is the definitional case.
Testing tells you an item was sound on a date. An RCD is what stands between a person and a fault that develops in the eleven weeks after that date — the lead that gets run over on Tuesday, the drill that takes a soaking on Thursday.
On site that means:
- All supply RCD-protected, from the site board down.
- Portable RCDs where equipment is fed from a supply you do not control. See portable RCDs and PSOAs.
- Push-button testing at short intervals. This is not the three-monthly test. Portable RCDs on site are commonly push-button tested daily or before each use, by the person using them. It takes seconds and it is the single highest-value habit on any site.
- Measured trip-time testing periodically, because the push button does not measure anything. The difference matters and is explained in push-button vs trip-time RCD testing.
An RCD that passes the push-button test can still be tripping too slowly to protect anyone. The button proves the mechanism moves. It says nothing about how long it takes.
What changed with the 2019 citation
The Electricity (Safety) Amendment Regulations 2025 updated around 440 referenced standards. Two of the changes to the AS/NZS 3012 citation matter on site.
Portable RCDs and PSOAs are not the same thing. The citation modifies clause 1.4.17 to state that a portable socket outlet assembly is not considered to be a portable residual current device. If your site documentation has been using the terms interchangeably, they are now formally distinct.
RCD types are specified. All RCDs are to be Type A in accordance with IEC 61009-1 or IEC 61008-1, or Type F or Type B in accordance with IEC 62423. Plain Type AC is out for new work.
But existing gear is not condemned. The citation is explicit: nothing in the standard requires the upgrading of an existing RCD in a transportable structure or transportable installation merely because it does not provide protection against pulsating DC current. That sentence has saved a lot of people a lot of money and is not widely known.

Getting onto site — the practical checklist
If you are a subcontractor and you want to arrive once rather than twice:
- Ask the principal contractor for their electrical requirements in writing before mobilising. Colour scheme, intervals, whether they accept your provider's tags, whether they require a register.
- Test everything, including the things you forget — the vacuum in the van, the charger for the site radio, the extension lead that lives permanently coiled in the box.
- Bring the register, not just the tags. Larger contractors increasingly ask for the record, and prequalification systems certainly do.
- Check your portable RCDs are the right type and that someone is push-button testing them daily.
- Have an answer for failures. A failed lead at 7am on a construction site becomes a used lead by 9am unless there is a spare and a bin.
If you are the principal contractor, the question that tells you most about a subcontractor is not "are your tags current". It is "show me your register". The answer takes thirty seconds and separates the organised from the decorated.
